The verb jeS ("participate") does not take an object. It generally is in a phrase following a phrase saying what the subject of jeS is participating in. All of the following can be translated as "I participate in the qepHom," though the literal meaning of each is distinct:
qaStaHvIS qepHom jIjeS
["While the qepHom is happening, I participate"]
qaS qepHom 'ej jIjeS
["The qepHom is happening, and I participate"]
qaS qepHom vaj jIjeS
["The qepHom is happening, so I participate"] (HA note: vaj is not a conjunction, so this is actually two Klingon sentences)
qep'a'Daq jIjeS
I participate at the qep'a'.
To "sign up" for an event is something else. That would be jeS 'e' Sap "volunteer to participate" (even if the signing up isn't all that voluntary). You'd say the same thing for signing up for something in advance and for deciding on the spot to participate in an event that's ongoing or about to start.
